Here's the short/brief answer.The Tamil alphabet is different from the Sanskrit alphabet. The classical Tamil scheme does not contain letters like "h"...or the aspirated sounds like "dh" or "sh".So you'll see Siva not Shiva.And Mages not MaheshModern Tamil has incorporated these phonemes of course.
