Is English-only voting a good idea?

Under new proposals considered by the Conservative party, only MPs representing constituencies in England could be allowed to legislate on English matters. Can English-only voting work?

The blueprint, drawn up by Tory ex-minister Sir Malcolm Rifkind, would involve a Grand Committee voting on areas such as education and health.

Labour deputy leader Harriet Harman told the BBC the government would not support the proposals as they wouldn't strengthen regional accountability in England and would threaten the Union.

Should England be alone in deciding English matters? Is this a reasonable suggestion for governing the UK?
