Assuming we are interested in only credible high quality reporting, UAP data is hard to come by mainly because of two reasons: sensor limitations and social stigma (reputation risk). Also, you need observations from multiple sensors and not all aircrafts are fitted with those as most of them are designed to carry out specific missions.
Number of sensors and their vantage points are also key to determining what’s anomalous and what’s not. Types of sensors are instrumental too: optical sensors to determine shape, size of the object under observation and Radio frequency sensors for velocity and range.
Even within US, majority of UAP data is from US navy. This is because they are equipped with the right instruments and tasked with finding anomalies. If they find something, then they send the fighter jets after the anomalous entity.
Without sensor data, UAP/UFO incidents are merely anecdotal which most people ignore (probably rightly so).
