Congress' U-turn at the last moment is hardly surprising, seeing as how well-calculated a move it is. It doubtless plans to create hurdles during the final roll-out in April next year; so that the settlement of the 'rates' issue is delayed till 2018-19, the year before the next LS polls. According to the Congress' demand, the standard rate should drop down to 18 (way below the pegged-at-present rate of 27.0 per cent),while the Finance Ministers of the States want it at 22% or more. This presents a catch-22 situation as the Centre will struggle to please both the State governments and the people (final consumers). The result? High prices resulting in a strong wave of anti-incumbency.

Real smooth, huh.

GST for State and Center-


With GST , things will be -

State to State - CGST and SGST ( state govt collected GST)
Here , if the commodity moves within the state ( sale and resale), there is a good arrangement of tax collected between State and Govt. There is no deficit or credit given, ideally.

State to another state- This is where the biggest loss a country like India was facing. Interstate movement so , Integrated GST will ensure the State gets credit if it bears loss as IGST is levied against it.
In another terms, inter-state taxes will go to the destination state unlike origin one which means this consumer tax money will go to the state which is consuming the goods/services. Places with more population and more consummation will pay taxes for the development of their state. Also per capita tax collection will even out against the country compared to now where it is marginalized in fewer states.

^^^ See , the unevenness of tax collected. So GST will ensure that manufacturing look at other states too and generate employment and infrastructure because consumer based tax.


Also, it removes location biased.

Your SMEs and other manufacturers can move from one state to another without varying about dual tax or different tax slabs because it be same in every state. Generates more business.

GST will reduce tax evasion .
Because now the distributor will prefer to do business with invoice because they are getting benefited because they get credit on all the taxes paid in comparison to now when they have to bear the burden of excise duty hence they avoided in-voice.

Less compliance, procedural cost for a country like India saves a lot of money. You are removing VAT, excise, CST, ST etc from businesses and bringing them under a unified levy tax system. Mind it most of those taxes hardly reached the govt .This is adapted by most of your developed countries to safeguard economy against multiple taxes.It is giving boast to SMEs as they are given higher exemptions if turnaround be between 10-50Lakh and manufactures will be relieved with GST as it promises to reduce logistics cost.We were loosing lot of money because of tax by tax as many either evaded or lost in multiple channels.

You are creating a consolidated market space.

Most IBanks and credit Agencies are reporting a 2% boast atleast to economic growth in the next 3-4 years. A lot of this depends on Govt and on which Neutral Revenue Rate it plans to introduce GST to fully tell you how much the revenue will increase . Also clarify CENVAT tax rules. But these are decided after political consultation . Also simplifying taxes always help ,case in point VAT.


Politically- this is a great move and finally something Modi Govt can be proud of. It gambled it's political chances in 2019 to pass this bill and Cong played it well by supporting it. Whoever comes to power in 2019 will benefit this in long term.



All of this is very true, but it can actually double the compliance costs for businesses because now every enterprise is going to be on the radar for dual control - by both the Centre and the State Governments. Plus, this whole Digital India scheme will ensure that tax credits to businesses are only available online, which will make things difficult for paan-beedi retailers.

Krystal - Compliance cost for now will be there because of digitisation but just like aadhar card seemed like a needless expenditure turned out to be a fruitful policy. Ironically BJP who was opposing it not uses it everywhere. Your rickshaw pullers, every strata is going for it. So I don't think digitalization will be a problem . Small business owners are going to pay GST quarterly and I don't know how much earlier the beedi sellers etc were paying taxes or if they even bothered with manual tax fillings. But I don't see it as a major problem .
I don't think compliance cost would be more, it is a one time investment and long term when you take out all the extra taxes ..this overhead cost would seem minimal.
Dual Model-State and Central , doesn't matter because-

Multiple taxes levied at both Central and State level currently like Central Excise, Additional Excise,Special Tax,Custom Duty, Additional Custom Duty,Sales Tax,Octroi tax,Purchase tax, Luxury Tax etc are brought under GST.So by streamling , inspite of introducing Dual Model you are making the system way more efficient, reducing paper chain and minimizing the system. One time IT investment is enough to sort it for long term.

Neutral Rate- Jaitley rejected Cong demand for now, with the way Cong is going at it they won't stop the negotiation on this. Might try to pull Govt for a lengthy procedure but they know this could be an ace for them. Even AIADMK walked out because it cannot support the bill yet knows it shouldn't stop it. Right now the bigger challenge is to handle few State Govts .

But who am I to take potshots? People like me take academics over sports. We are the "play it safe" crowd.

it's just sad to see youngsters not interested in sports , apart from cricket , infrastructure is not that bad now . Even sports like kabaddi be generating money now. Just , the way almost everyone is shifting to the safe side is sad. Govt. should concentrate on this , I know might not seem like a big deal but this is such a big soft power. Look at China, the kind of respect this generates .Sigh.
But some are just pure nerves, the women Archery team are World Champions but lost horribly here. We need better mental preparation. Lets hope we win 1 medal atleast.

My heart breaks reading the stories of some of the Indian athletes. Dipa's coach used springboards made from second-hand parts of a discarded scooter to make a vault. She has my full support but gosh, Simone Biles is such a pleasure to watch.

I love seeing Team GB make a big deal out of winning bronze at the synchronised platform and then seeing Team China's composed expression to winning Gold haha. So many gorgeous players with perfect 6 pac abs

I miss 2012 games. Got to see so many live events. Insane atmosphere and such little work was done in the office.

@CG - not a big hot drink fan either. Starbuck's double chocolaty chip frap however..❤️

@other sports - the Futsal league has players like Scholes and Giggs coming over and it's generated a huge amount of interest. So much scope and potential, just wish infrastructure and sponsoring wasn't such a big issue in other sports.

@D- Simone Biles is just Magic. OMG her floor routine is insane. And the kid is so adorable.
Dipa's story is so heartbreaking but I am glad she is getting insane coverage . That Produnova move is the toughest shit and only she has been able to do that in last 20 years.
Tom Daley won bronze no? He was literally beaming. But GB is also underperfoming. China is just so intense and sharp.

Michael Phelps is just a Miracle Man, can we outsource him to play for India next time , please.😆

Oh word on good looking men, Sigh...such a feast for the eyes.
