Corruption has levels and kinds. The one you're talking about is an advanced kind of corruption at school level. But it's very rudimentary when one compares it with the many other practices so popular in India today. So, the term corruption accommodates many kinds but it is a matter of perspective whether or not the person who is involved in it finds it corrupted and corrupting enough. For example, the bribery for cheating does not seem all that bad to students in UP, so they are doing it. Also, the general habit of Indians wanting get away easy and convenient through the first means possible, legally or otherwise leads to every corrupting practice there is in our country.
And thus to answer your question, Corruption is more rooted in our nation than we can imagine. There may be a thousand cases and kinds of corruption that we're still not acquainted with.
