A certain amount of shyness, especially with new people is normal. Many cultures in fact feel shy behavior is a form of modesty.
However, extreme shyness is unhealthy. This occurs when people are afraid or apprehensive to interact. The person lacks self confidence, feels insignificant and avoids people to escape from these fears. It is a clinical psychological problem because humans are social people. Shyness keeps people away from healthy social interaction needed for emotional human well being and growth. Hence, shyness must be treated so that people gain self confidence and are not afraid of interaction.
The problem is that a lot of time introversion is mistaken for shyness. An introverted person prefers to keep to themselves and avoid crowds. Introverted people can be very confident and have no fear of social interaction. They can be very socially comfortable when placed in social situations. Introverts simply prefer solitude and a few friends over crowds.
Another problem is that shyness amidst extroverted people is often missed. Extroverted people like crowds, they want to be in the middle of social things and fling themselves into it. However, internally they feel very insecure and terrified of their own friends - a sort of alone in a crowd syndrome. But since they seem to have plenty of friends and socializing, people tend to miss internalized fears and insecurities.
