btw its really pathetic to see IAS officer roamingg here in there...

Honestly I dont really mind if he is not shown in his office because I feel he will be shown doing his work properly when there is a plot behind it and right now the focus is on ahuja hence they mostly show Swa and Suha working. Its just his stalking that is bugging me. And the coincidences.

Yes of course party toh banti hai.

I doubt it'll be for his work because why will an IAS officer go around investigating in disguise. Isn't that usually what detectives or sometimes even police officers do?
