What exactly is the demerit of caste census? Doesn't everyone fill it in Forms and everyone requires documents to get any work done?

There is no problem with conducting a caste census itself. The problem lies in the timing of the announcement, it should have been made later not when terrorism related issues and hindu vs muslim tensions are at their peak.
In India, caste has always been a sensitive topic. Regardless of your caste, there is a general negative sentiment around it. Many from the general category dislike reservation and many from the backward classes feel mocked or targeted because of it. Even educated people get caught up in this tension, so imagine how it affects the larger uneducated population.
Right now, unity among hindus is crucial. But if you announce something like this during a hot button issue like terrorism, obviously people will get divided and the focus will shift away from the real concern, islamic terrorism. Its a classic example of divide and rule and the BJP has actually helped opposite forces by doing that. They could have easily made the announcement after addressing the current threat from pakistani terrorism.
You cant expect all indians to be informed enough to understand the actual implications of a caste census. Most will just read the headline and fall into caste based divisions.
There is a time for everything and this was not the right time for such an announcement.
