DD I don't really think that has happened in the multitude of banner contests I have conducted. Yes, contestants send in the same banner with different colouring, but whenever it comes to voting I've always seen one colour getting preference over the others and usually only one of the 3 or 5 banners goes ahead into the next round. It has only rarely happened where both the runner-up and winner banners are by the same person and that usually happens when there are only 2 or 3 participants to begin with.
The onus is on the voter in my belief. If a voter votes for only one contestant's banners then in that voter's mind those banners were the best. But if a voter votes for banners from each contestant or something like that, then the voter really liked all the banners and had a hard time choosing.
Also some voters vote based on whatever the previous person voted. Often you'll see two votes in a row which are basically the same. This means that the voter is lazy and doesn't actually feel like voting or maybe that the voter had the same preferences as the previous voter.
Really it's not fair to limit the contestants to making only one banner or making a multitude of different banners. Banners take a long time to be made and if the contestant feels that they want to submit the complete set of banners, then they should be allowed.
And it's not fair to limit voters either because then voting isn't fair.
That's just my opinion.
Some Voters have even given 2&10 aur 18& 25 votes together ab kya hoga
