Hunger Games only happened because of Twilight's success. And Kristen's Snow White released around the same time as the first hunger game. I would be more inclined to say that Kristen led the heroine led franchise tend in the early 10s.

I'd rather say Angelina Jolie did a lot more for action movies than any other actress in recent times.
