what is the thought behind remaking movies from south(or anywhere)

is it "oh I liked this movie,but I would like to re-interpret it and see what I can do with it" but if this is the case why are most remakes scene by scene copy(I am assuming,correct me if I am wrong)

is it just laziness?don't BW wonder what south makers will think of them,that BW people lack originality and creativity?
