Thank you all who mentioned the QUIRKY roles Pooja has mostly done after initial success, that can very well be a factor for not reaching the height where her colleagues Karishma, Kajol etc reached playing mostly to the gallery with conventional roles.
Both DHKMN and SADAK were your true blue Bollywood heroine roles and she gave back to back super hits in these two.
After that as I mentioned she has mostly done unconventional and quirky characters which were way ahead of 90's time...eg
Chor aur chaand : A damsel in love with a criminal
Junoon: Having a man who turns a tiger at night
Tadipaar: a distressed princess of a state in love with a tadipaar person
Naraaz: a distressed s*x worker/call girl
Gunehgaar: Vistim of terrorism
Prem, deewane: a totally foolish bimbo in every way
phir teri kahani yaad aayi: Patient of schizophrenia
Sir: a naïve girl with self esteem issues who cannot speak fluently
Pehla Nasha: a mysterious dancer who was projecting herself as some other woman dancing in those open windows to assist a crime
Everybody says I am fine : Coming of age Hinglish drama
and everyone knows about Tamanna and Zakhm
So yeah, that quirky and hut ke choice of roles was one of the factors as well
