No the 90s and the 2000s did not have a monopoly. But there was a strong reason for it. That was when the singer used to be decided by the music directors and so the casting used to be as per who is better suited to a song. For eg. If chaiyya chaiyya had to be sung by Sukhwinder singh then it HAD to be sung by him. Because no other singer would be able to do justice to the song the way he would. That's why during those days ek singer ki chaap hoti thi. You hear so many cover versions of chaiyya chaiyya. But still Sukhwinders voice is imprinted for that song and you'll find no other singer justifies it as well as he. Doesn't mean that sonu can't sing the song or kk can't. The notes remain the same. But it will never sound as good in their voices. Same goes for tadap tadap ke. You can hear as many versions of that song as you want but you'll only hear kks voice. Same goes for kal ho na ho. Or abhi mujh mein kahin. But that doesn't go for arijits songs. He doesn't imprint these songs except for the sad and romantic love ballad. U can hear bulleya or ae dil hain mushkil in Amit Mishras voice and that still sounds magical. That's because the casting now a Das is done by the music company and not the music director. So since arijit is the current hit machine all songs are given to him whether they suit him or not. It doesn't mean he isn't a great singer. It just means that the kind of opportunity that the other singers should get, they aren't getting

Arijit is versatile, he can sing a love ballad , ghazals, dance songs, you name it. I really loovee his voice.
However I think now its mandatory that every movie has atleast one love song from Arijit , I cant actually remember if any singer had a monopoly in the 90s like this, they probably did in their prime.
