From a purely pragmatic perspective, the Amarnath Yatra is a logistical nightmare. It navigates through territory that is hostile, both due to high insurgency and natural climate/terrain. In such trying times it is a burden on India to protect its civilians. It would be easier if the cops and troops did not have to worry about civilians.
From a humanistic perspective though, the Amarnath Yatra is intrinsic to people's culture, history, and faith. A nation has the responsibility to protect the expression of faith for all its civilians. On a grander scheme, such massive undertakings are vital to show terrorists/insurgents that people will not be held back.
I would be curious to see a pro/con discussion from the perspective of the military who have to protect the region and faithful pilgrims who find this journey personally important.
