Dhoom is the biggest franchise in Bollywood. Can't say the same about Tiger until the sequel releases. Also Dhoom 3 was released 4 years ago. The trend of Masala movies is not the same like few years back . Now audience also wants to see story in a movie and not just action. ETT was a movie which worked on pre-release hype so a sequel shouldn't have been made in the first place.
The relationship between India-Pakistan is not the same now so the topic is also sensitive.

It's strange that Akki hasn't crossed 150 mark yet but most of his films are hits, I think I really like the way he works is balanced and safe, he does not invest much money so less chances of suffering a loss.
