If this photographer really was on public property then as a member of the press wasn't he within his legal rights to take pictures? I understand that everyone involved with the film wants to keep everything a secret, but the burden and responsibility of it falls on them. They can request the media to cooperate, but the media also has a right to refuse. There have been far worse instances of tabloids invading privacy and crossing the lines of decency. Taking pictures of a movie set does not fall in that category nor does it make Hrithik some righteous hero. It makes him seem very arrogant and frankly a jerk.
On an ... well, amusing note I chuckled that Hrithik demanded an apology from MM. Dude last time you demanded an apology it blew up in your face 😆.
