Why BB didn't kicked Vindu out in Season 4?

All BiggBoss followers should be aware of the fact that during BB4 season and in one of the episodes when KRK reentered the house as a wild card enterant, there was a heated argument in the gym area between Vindu Dara Singh and KRK. Unless and until a majority of the contestants make a scene and demand Bigg Boss to kick a said person out, no action is taken.

P.S KRK was kicked out of the house for violence because all the contestants took a stand. He did come back but only as a guest. So PM might come back, but will be back only as a guest and not a contestant.

BB should have kicked him regardless as physical abuse is not allowed in the house. It should not matter whether contestants complain or not.

If what Vindoo did, was done on Big Brother, UK and nobody complained. Big Brother would still throw out the contestant.

Because he was the fixed winner of season 3 just like shweta of season 4 and mahek of season 5.
