Why has Veena never critized Dolly and handled her smartly?

Because Veena believes that before you crticize anyone (Dolly) in this case, you should walk a mile in her shoes.

But what is the smart part in this?

The smart part is that Veena is safely 1 mile away from Dolly after she criticizes her. And most importantly, and as a double safety measure, she has her shoes with her:)
