Hina fans hate Shilpa more, becaus that's the narrative being thrown at. With Shilpa in final 3,her chances of winning are incumbent upon two other strong contestants being there which in my opinion is Hina and Luv/vikas. With this combination, hate doesn't play a major part in voting.

Now consider Vikas, Shilpa and third being Puneesh/Akash/Priyank. In this scenario, all haters of Shilpa will rally behind Vikas (Shilpa has loads of haters). Hope this clarifies it.
