He's not playing her - if anything, she's playing him for SS - I don't know if you guys have seen the video where SS and Titli had this convo. Not holding this against Titli at all - they're there to play the game, I'm just not sure if it's the right game for her. She seems to genuinely care for Shilpa, but she is looking like her sidekick. I'm not saying she should ditch her, but she needs to separate her identity - the friendship is fine, but her game needs to be separate. I so so so hope Arshi gets to top 3 - I don't recall anyone who's deserved it more.
