BB said to her during the last task that she can punish the HMs and can even amend some rules according to her. Maybe that's why she is doing this.

And its not like she has made 1000s of HER OWN rules. She has made only 5-6 rules and most of the HMs are comfortable with those rules.

And if I AM NOT WRONG, last year Ali also used to punish people and make his own rules when he was the captain.
