Are there any specific times during the day when Live Feed becomes active??

I usually see empty rooms most of the time when I go to their site.

LF is active when housemates r doing their normal day to day routine, but empty area is shown when they r doing tasks, during nominations and even when so WC has made an entry or there has been a surprise eviction or something.
