Because he and Rashmi have a huge fanbase and a murky history of fights, public issues, and probably a pretty bad breakup. The entire show was built around their conflict. Asim and Sana were unexpected surprise performers, but the show was, at the very beginning, about SidRa.

They were trying very hard to get Rashmi in BB for years. She finally agreed after a huge payment packet (speculated to be 2.5 cr +) and Arhaan's involvement as her support. Naturally, Shukla must have been given some guarantees as well. Finalist or winner clauses (called MG - minimum payment guarantee) are very common in reality shows. Remember, Shukla was once the face of the channel and they would love for his career to be resurrected with a new show as that means big money for the channel in the long-term. If not a winner guarantee, then maybe he was assured that he would be taken to the top 3

Devo, Paras, Shukla all left for medical reasons, yet only Shukla was highlighted on Weekend ka Var and the audience was assured that he was still under isolation (as per the format of the show). Rash was eliminated for a couple of days too, but we never got a check-in with her. Still, she was brought back. Paras ka toh totally different scene hai - it was even revealed that the creative member working with him advised him to write a note for Akanksha. Looking back at the precedent set by previous seasons, Shukla should have been evicted 10+ times for violence (KRK, Priyank, etc), destroyed by Salman for misogynistic language (Zubair Khan) and thrown out personally by Salman for insulting families and even wishing death upon Asim (Priyanka Jagga). None of this happened. Why? We are not implying that Manisha loves him so she won't let anything happen to him. But we are implying that because of his close relation with Manisha, he was able to leverage himself a contract that blocks the show from punishing him, or maybe even portraying him too severely. Look at people like Asim, Bhau, Shefali, Himanshi. All these people were loved by Salman and Salman himself totally flipped within a week of the Asim-Sid fight because they took Asim's side. Look at Salman's behavior towards Paras/Mahira, and his flip after Shukla became close to them!

At the end of the day a multi-million dollar channel/network of entertainment companies like Viacom18 are not obliged to give Shukla preferential treatment simply because they like him. But they absolutely are obliged to follow all contractual guidelines as per corporate law. If Shukla signed a no-eviction, top 3 guaranteed type contract then the makers' hands were tied. And the whitewashing HAD TO HAPPEN in order to justify not punishing Shukla for his behavior.
