Of course they are, otherwise they would have evicted bullies like Deepak and Rohit long back.
Because, it's pretty clear that their wait would never come to an end. These bullies will take advantage of the restricted situation of the saamne wala. It's quite obvious that ye log baahar hote toh Sreeshant ko haat lagaana bhi nhi hota. His lawyers would have them in custody. Otherwise his fans would have thrashed these bullies. So would have Megha's.
In the house you have no other way to vent out your anger than to say, baahar mil.
Because though they deserve thousand kicks and punches then and there, you're restricted by a contract.
I so wish Megha and Sreeshant started bullying them. But unfortunately they can't. They are emotional people with natural outbursts unlike these cold blooded bullies.
