Unfair nomination game

This is unfair where only two people keep replacing each other.BB has repeatedly proved how dumb he is.He should have asked all the 3 to replace at the sound of each gong with the rule that the previous occupiers cannot be called again in the immediate next round.Thus everybody would have been kept guessing.
