BB asked KV to name 2 people who have broken the most rules in the house. That could be interpreted as the most number or the longest in length. In both cases Sree and Rohit are on top of the list (based on what we're shown).

Chalo fine KV broke rules, but as captain (or even not as captain) why would anyone take their own name? Yes he was sleeping and he speaks in English, but it has never seen as long as Sree. It happens maybe once in a week. With Sree there is a constant breaking of rules. And yes everyone has broken rules, but then again the question goes back to most or longest time.

KV named Rohit because despite getting the elongated jail sentence, Rohit went on casually breaking rules. Obviously that meant the guy hadn't learnt that the BB rules can't be broken.

Also KV said "I think Sree and Rohit", but then he asked for everyone's opinions. He is only one person. What he sees may be different from what others see. And everyone agreed with him, except Surbhi and why would Surbhi agree with him? Sree just saved Surbhi from nomination. If she flipped and said yeah Sree breaks the most rules, then she would start a fight at a time when she doesn't want to fight. Note I say "when she doesn't want to fight". She doesn't care about fighting. She just didn't want to fight at that time, so she stuck by Sree.

In my opinion, the worst captains were Kriti and Roshmi. Not only did they break rules, they also let other people break rules openly, and they were freaking biased sanchalaks. KV at least stops people from breaking rules when he catches them. He told Rohit to get up when others reported to him that Rohit was sleeping. He made sure Sree and Rohit finished their punishment. That's not really a bad captain in my view.
