Hazrat Ali (R) and Hazrat Muhammad (SM) were not full
brothers, rather they are cousin Brothers, and thus Hazrat Ali (R) does not
fall on the prohibited degrees and he can Lawfully marriage Hazrat Fatima(R).

and one more point, at thime of marriage between
Hazrat Ali(R) and Hazrat Fatima(R) there was no such rule of prohibition and
this Rule of prohibition of degree introduced later..!!
