What excatly do you mean by making a layout?

I think alot of ppl get this phrase confused with making a SITE for yourself...a layout is just a really big page with a siggy as a banner...there isn't anything else that u have to do with it....then once u make it u add it to your site...

like the actual layout? like how big it should be and once u make it how would it on? i meant do you put it as a the background? and write your text? i just need help with creating the whole website. i'm just stuck with the a empty site. 😭
