Yes..That problem i had too

YOu have to delete sum unused files or programmes...this will save the memory....

Here is a tut by Nabihah. It is how to make a simple siggy using PSP 8, PSP 7 is veryy similar- so it wont be hard to convert instructions.

I think you go to effects>texture

and one of the options is the scanline thing.
Sorry i'm not sure cause i use PS.

Or you can find this scanline texture and set it on top layer, then overlay
