you have to make it a brush first her follow this tutorial

001. Ok this is very easy to do. First open up the stamps you want to make into brushes. Here is an example

002. Then on your tool bar go to selections like this

Now click on your brush tool and then click on create brush tip from selection

Once that is done, go to your stamp image and select the image you want to convert into a brush

A new window should pop-up. Name your brush and click ok
