Okay, you try doing something with multiple GIFs then. And let me tell you it is possible. There is always this one way that'll do your work. Search for it. Play around with the option, cut something, copy something. The method will albeit be longer, but there will be a way. Once you bring two GIFs on one canvas, you can do the rest.

You can erase the ends of the pics which are still visible.
You can improve the dimensions by pressing the button highlighted below every time you go for a free transform.



Transparent text effect :

Create the text layer.
Write what you have to.
Go to the layers panel.
Change the blending to overlay mode.
Blending panel highlighted below.



Motion blur effect :

Duplicate the text layer.
Rasterize the copied layer.
Apply motion blur.
Play around with the amount to get the desired effect.
