But can we use celeb pics / textures / stock images if we credit them?

We [my team mate and I] have some questions:

We received a theme i.e birthdays which is similar to one of the other team's mate so should we start working on the same or should we wait for new theme?

secondly, when is the deadline of submitting the entries?

Also, what are the rules and can we use any effects in the siggies?
