U have load the pattern files in order to use them.
Simply goto Edit>Preset manager and select Patterns.Then Click LOAD and select the .pat file u downloaded.It will get installed.

Now to use the .pat file u loaded as BACKGROUND or FILL ,Goto Layer>New Fill Layer>Pattern.

@Riu and Trouble. - U can get them as textures...but mainly they are PATTERNS...They are called GRID patterns or PIXEL pattern or the lines one?That's called SCANLINES Pattern.
After u create ur picture..goto FIle>New fill Layer>Pattern ..Select the Pattern u want.
U can set the MODE and OPACITY and if u want erase it!

To load patterns.Goto to Edit>Preset Manager.Choose Patterns.Then Click on LOAD and select the pattern u downloaded..
