He danced with Ruhi and almost forgot about Abhira who was his +1 to the event until the music stopped and applause broke him out of his close dance with Ruhi. He didnt reprimand Ruhi when she insensitively told Abhira about how Armaan was trying to convince people to be nice to Abhira as if its a task to be accomplished. He did not thank Abhira for apologizing to Ruhi keeping her self respect aside instead he's still making excuses for Ruhis bad behavior. So he's too much of a flip flopper.
Yes he is developing a friendship and understanding Abhira better than before but he hasn't done so at the cost of cutting off Ruhi. He's not doing that at the cost of realizing the differences between the two women and realizing how Abhira is a better person and better suited for him. She lets him be childish, fight over things, cry without inhibitions and does not guilt trip him while dropping truth bombs. Yet he is more easily manipulated by Ruhis tropes than Abhiras earnestness.
It takes Abhira almost getting molested to get a strong reaction out of him but he gives same reaction to Ruhi having minor flu like symptoms or getting a tiny scratch froma bangle.
He's got an independent "friends" thing going with both women which is essentially a pendulum behavior.
