I think the whole point of Shagun yelling at Shravan is so that Ruhi will be less inclined to go to Shagun as her "asli ma". This will probably also lead to her fighting for her feelings for her Ishima, because she knows her Ishima would never do a stunt like that.

As per a spoiler, looks like Nidhi will try to use this against Raman and Ishita, but it seems at least Ruhi will know better
