Seriously, Shagun's plan was maniacally brilliant. She knows Ishita doesn't let anything go and will pretty much believe anyone, so using her as a pawn was a perfect decision. And then getting Mihir to tell everyone the truth by having Ishita bring Sanjana out - it was too perfect. Everyone was in-character, especially Ishita. From what we've seen of her character, it was entirely believable that she would fall for it like that.
We don't choose our siblings. Sometimes we just end up with awful ones, but we have to stick with them. I really hope Yeh Hai Mohabbatein shows that a reunion is possible.
As for Mihir and Shagun's relationship, we don't know the whole story, but I do think that Mihir should give Shagun another chance. Yeah, she's awful, but if she's going to such lengths to reunite with her brother, then she deserves a second chance. In my opinion, Shagun and Raman have their relationship (ex-spouses), and Shagun and Mihir have their own (sibilngs). I don't think one relationship's status should affect the other.
