Because they rushed her entire redemption and screwed her character up.
There may be a difference between their shades but Ragini became pretty much the most hated character of Colors after what she did, sent goons after Sanskar, tried to kill & drug Swara, accused Sanskar of molesting her, kidnapped her mother, broke her parents' relationship, the maalkin track. And she still continues to be accepted by most of the audience or at least they tolerate her. Key difference here is also the fact Ragini was the main villain during those tracks while Kamal Narayan overshadowed Suraj in most of their antics.
