Kallu only blames Mallu in case something happens to Pillu. And truth is, yeh Malhar hi toh hain joh apna kaam bhi nikalwane ke liye aur mujrimo ko sazaa bhi dilaane ke liye ajeeb ajeeb se plans banata hain har baar.

Unfortunately iss baar something went wrong and Pillu paid the prize, so she's obviously venting her anger. A kid's life isn't something to play with, they should have tried to look for some other way.
