I think Netaji's character is interesting because it shows today's reality. He is portrayed as a true politician for whom no one matters before his power & position, not even his own children. 

Yes, he is a monster/evil. And, he is true to his character as he is a politician. He can do anything for his power and he knows how to manipulate things very well..

He is being successful because there is no such character besides him, or who can understand his moves well. Thats why he doesn't mess with Adi, because he knows he cannot win over him with his tricks..
