So Shilpa was making fun of everyone when they were crying and when she herself cried everyone jumped with joy and started teasing her like friends.

HMs including Hina have understood her well by now and have realised how she does all this in harmless masti.

But Vikas doesn't want to lose the opportunity to build up the narrative on how hearless n emotionless she is!
I liked how in editing Bandagi explained how Shilpa hides her emotions!

So BB showed two diff perspectives and left it to the viewers to decide how actually Shilpa is!!

PS- It is funny how almost entire season is over and no one has been able to decode her😆
