I had asked the same question earlier.
There has been no overt mention in the episodes about Vijay being Raffe's dad. And though Raffe's mother and he are good friends for over 20 years - there has been no indication that their friendship extends to something much more - like being Raffe's parents.
Even in last week's episode Vijay did not lift Anita out of the box - it was Raffe who tended to her. In fact at one point Vijay did not think that looking for the box was a good idea as that would be a trap to harm him and Raffe. It was Raffe who ran and took off - forcing Vijay to look for Anita.
In short, what I am trying to say is that the CVs have successfully kept us wondering about Vijay's relationship with Anita and Raffe.
They have shrouded the relationship with an aura of suspense right from the start and have managed to keep it so.
