This is all social conditioning if you denigrate women long enough it will become acceptable and it is allowed because you don't have a political mouth piece to say no this is not right!
The only way you can make changes is through a supporting political entity, getting support from others and the belief that this should not go on any longer.
You need a group that is big enough to put pressure on politicians who will then put pressure on the government for change. You could petition people by getting names and have them join your group when you have that you have something all politicians want "the public backing them". You would need to draft a clear outline of what your plans are to give your supporters a picture of what you are fighting for. For example education in primary schools regarding the importance of gender equality, streamlining processes to help support rape victims etc. One big problem you have is the actual mind set of the perpetrators they obviously believe that nothing will happen to them as these incidents are going on all the time. If they are not fearful of being caught then what measures could be put in place to make them change their view.

In a perfect world you could look at people realizing they need to change but this is not a perfect world. People see the world and set their values influenced by family views and expectations, culture, opportunities through education, how they have been treated in life etc. So trying to make society change as an individual can't be done. You need a group of people with the same view.
