I feel that Dhruv will say no to marry becoz firstly , he doesn't want Thapki to think that this is a kind of favour which he will do by marrying her , secondly he knows that Thapki has come to Noida to prove herself and her family and to the world that she is something without her weakness, He wants to help her in realising her dreams first and thirdly he is not sure whether Thapki loves him or not .

I think he will give the reason that he only sees Thanpki as a very hard working and nice girl, but not one who he loves. He also may be skeptical that she feels the same way about him. I doubt it would have any reason related to her speech impediment, he's shown himself to be above that.
