I always thought it was kansa and shishupal..

Ab sab dantvrak batate hai .

Kansa was more evil. He had that bhavishya Vani na ki devki 8 son would kill him. And he killed all her babies

Shishupal was born with extra arms and his bhavishya Vani was in whose lap his extra arm fall off will kill him. So it was his cousin krishna.

But krishna told he will forgive his 100 paaps after that will kill.
