TC articles many times are incorrect so if he is Varun's brother then it wouldn't make sense for him to be in BSD.

What is the authentication that he is Varun 's brother. I would really, really like him to be vsrun's brother . Hops it's true but I don't want him to a BSD officer. That might undermine Rudra 's role as BSD officer.

There have been too many spoiler articles lately but Times of India I think wrote that he'll be Varun's brother. They are usually more accurate. But we'll just have to wait for the episodes to be completely sure.
