I completely agree with you that destroying the city and killing innocent people is not the right thing but that's the twist only that how zoya will stop them or she'll be able to stop them or not
Sometimes love changes a person it's not important that the change is always good
If love makes a person so blind that he forget the difference between right and wrong then it causes destruction.

Clearly he's in a bad company
Destroying city along with Saahil well he's blinded by zoya's love all he can see is the pain that they had suffered from because of the city
He's forgotten the difference between right and wrong all he remembers is the 2 years that he has to spend without zoya, his unborn child and his mother that he has to lose which according to him happened because of people of the city
