1)Tom Marvolo Riddle was Voldemort's name before he became completely evil.
2)Volde was always addressed as He Who Must Not Be Named. "Shall" implies that you can call him by his name, but choose not to as a sign of power. "Must" implies that it is a necessity that one does not use Volde's actual name, thereby suggesting fear and a feeling of powerlessness. It's all in the semantics deary🤓
