I would doubt that a bhikari would get inside the fort. Most likely Jodha is out and Jalal disguise asks her for bhiksha.

So many questions by an awesome precap:

Where is Jodha?

My guess: Visiting a temple

If she is out, why?

My guess: Pooja

Why is Jalal in disguise?

My guess: To test Jodha, not sure why

i dont think a beggar an come in the palace but why would jalal even disguise himself...he believes MM and dosent have any clue about anything else so where r jodha and jalal?

Seeing the background it seems they in the premises of the fort...he may be going outside to know the condition of the common people (as many Kings used to do that) and he's accompanied by Jodha...who knows we may get a chance to see that most awaited tiger scene if they are outside😃...just a guess😉
