Ramadan is the 9th month of islamic calendar...and islamic calendar is a lunar calendar..so month starts with the sight of the moon...eid is the first day of 10th month i.e. shawwal...so again the moon is seen..this marks the end of ramadan and beginning of next month...hope this answer the ques.

actually chand raat refers to the night new moon is sighted, representing the start of new lunar month. Chand raat has become more popularly associated with beginning of ramadan and for eid. Just like full moon night in each month on the 14th of the lunar month, chand raat is actually the first of the lunar month.

In Islam (as per Islamic calender), Chand is to be sighted at the end of every month (i.e., before the beginning of new month). So it is sighted before the month of Ramadan so as to find out 1st day of Ramadan and also before Eid-ul-Fitr (which is celebrated on 1st of Shawwal, a new month).
