Shobhana, you have not understood my point. The Sarpanch's decision is illegal as khaps are not recognised under law. Any person who compelled them to commit suicide is liable but proving that is difficult. In Panchayat's case they gave a decision which led to suicide if it is a suicide. If it is murder than those who did it will be booked. You have to understand one thing and that is under the law any decision given by Khap is invalid and cannot be implemented. So the question of judge making a mistake does not arise. He is fully within his powers to punish the Panchayat members including Sarpanch if it is proved they forced the couple to kill themselves. If evidence against any villager is available than they also will be punished. This is the law. If Sandhya investigates and says she will get Kajiri justice than you are opening a can of worms.How CVs deal with it I can't say. If you have doubts check the section I have mentioned you will understand why I am saying this.
